What about Shadow and Rouge's unspoken bond? They are there for each other when there's no-one else to care. Like, in Sonic '06 Rouge said that she'd care about Shadow even if the rest of the world were to turn against him.
Hate to break it to ya, but Sega didn't intend any couple, because there are no canon couples in the video game universe.
Just so you know, Knouge contradicts Sega. Sega says Knuckles and Rouge do not love each other and never will.
You do know none of the couples are intended to be legit lovers right? You could say the same for everyone. The group is intended to display "ideal" couples that would actually make some sense. But doesn't mean the group is saying that they're canon lovers.
Knuckles and Rouge are still considered possibility because Rouge is confirmed to have a crush on Knuckles, they did have some subtle hints.
